11 40 ORDINANCE NO. ‘i CV1) An ordinance regulating and licensing hawkers , peddlers, and canvassers, providing penalties for the violation thereof, repealing Ordinance No. 437 and all ordinances and parts of ordinances in conflict herewith, and declaring an emergency. Any person offering to sell goods, wares, or merchandise on order for future delivery, or otherwise sell or offer to sell the same by traveling from place to place in this city, shall be deemed a peddler or canvasser; provided, however, that this shall not be deemed to include regular commercial travelers employed by wholesale houses and selling goods , wares and merchandise to merchants of this city, nor the solicitors of regular grocers and butchers of said city taking orders from house to house, nor to solicitors of other regular merchants of said city taking orders in the business and manufacturing portions of the city, and provided, further, that this shall not apply to nor include any person peddling newspapers or magazines , or
