Section 3: Any person desiring to secure any of the licens- es named herein shall 'first make written application to the Commissioner of Safety of said city,, describing the premises by street and number where said business is to be carried on, and such other information as said Commissioner may require. If satisfied that a license s _ould be issued to the applicant, said Commissioner shall give his written consent, addressed to the City Clerk, permitting the granting of such license.
