<br /> An ordinance providing for the protection and preservation
<br /> of public health, and declaring certain places, acts and things to be
<br /> nuisances , providing for the abatement of the same, providing a
<br /> penalty for the violation thereof, repealing Ordinances numbers 11,
<br /> 49, 955, and all ordinances and parts of ordinances in conflict
<br /> herewith, and declaring an emergency.

<br /> Section 1: No person being the owner, agent or occupant of
<br /> any lot or premises, shall cause , suffer or permit such premises,
<br /> or any excavations , buildings, vessels, vehicles, sewers, privy,
<br /> privy vaults , cesspool, sinks , drain pipes, or other thing thereon,
<br /> to become unclean, foul, nauseous, offensive, dangerous or detriment-
<br /> al to health.

<br /> Section 2: No person shall maintain or suffer to remain
<br /> in or upon any premises owned, occupied, or controlled by him, any
<br /> filth, garbage, manure, offal, refuse, dead animals , putrid or
<br /> decayed animal or vegetable matter, or any thing or substance which
<br /> is foul, nauseous , offensive or detrimenal to health, or which emits
<br /> foul, nauseous, offensive or disagreeable odors or fumes; and no
<br /> person shall cast, throw or deposit, or cause to be cast, thrown or
<br /> deposited any of such matters or substances on or upon any premises,
<br /> public or private, occupied or unoccupied, or upon any street, avenue,
<br /> alley, park or public place , or along any railway, or in any rivers,
<br /> water courses or bodies of water, or suffer or permit any cars, wagons
<br /> or vehicles laden ' with such substances to stand anywhere in the
<br /> city of Averett.
