February 18, 2026 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., February 18, <br />2026, by President Schwab. <br /> <br />Upon roll call, it was found that Council Members Zarlingo, Burbano, Tuohy, Bader, Weir, and <br />President Schwab were present. Mayor Franklin and Council Member Rhyne were excused. <br /> <br />Council Member Bader led the Pledge of Allegiance. <br /> <br />Council Member Weir recited the land acknowledgement. <br /> <br /> <br />APPROVAL OF MINUTES <br /> <br />The minutes of the February 11, 2026, meeting were approved. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The following members of the public spoke: William Parent, Janice Greene, and Nadine Shanti. <br /> <br /> <br />COUNCIL <br /> <br />Several Council Members thanked the public commenters. <br /> <br />Council Member Zarlingo reported on his attendance at the Puget Sound Regional Council’s <br />Transportation Policy Board meeting, the Snohomish County Regional Law and Justice Council <br />meeting, the Everett Mall Station transit station grand opening, and thanked Dr. Paul Stoot, Sr. <br />from Rise Up Academy for his reminder on the passing of civil rights leader Reverend Jesse <br />Jackson. <br /> <br />Council Member Tuohy requested a briefing from Administration on Flock camera usage and <br />addressing community concerns. <br /> <br />Council Member Weir reported on her attendance at the Carl Gibson Center’s Rise and Shine <br />breakfast, the Cultural Arts Committee meeting, and the Bayside Neighborhood Association <br />meeting. <br /> <br />President Schwab requested that Jennifer Gregerson provide an update on how the Flock <br />cameras are being used and who can access the data. <br />Chief Goetz provided an update on how Flock cameras are used within the city.
