February 25, 2026 <br />1 <br />The regular meeting of the Everett City Council was called to order at 12:30 p.m., February 25, <br />2026, by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Zarlingo, Weir, Rhyne, <br />Schwab, and Burbano were present. Council Member Tuohy was excused, and Council Member <br />Bader was expected to be late. <br />Council Member Zarlingo led the Pledge of Allegiance. <br />Council Member Rhyne recited the land acknowledgement. <br />MAYOR <br />Mayor Franklin provided an update on Everett Police Department’s use of Flock cameras, which <br />she has asked to temporarily be turned off, and she provided a few legislative updates. <br />APPOINTMENTS – ANIMAL SHELTER ADVISORY BOARD <br />Moved by Council Member Zarlingo, seconded by Council Member Rhyne, to concur with the <br />following appointments to the Animal Shelter Advisory Board: <br />•M’lissa Moore, Pos #1- term expiring 12/31/2031 <br />•Andi Anderson, Pos #A-1- term expiring 12/31/2027 <br />Roll was called with all council members voting yes, except Council Members Tuohy and Bader <br />who were excused. <br />Motion carried. <br />Mayor Franklin presented her Mayoral Directive 2026-01: Response to Federal Immigration <br />Enforcement in Everett. <br />APPROVAL OF MINUTES <br />The minutes of the February 18, 2026, meeting were approved.
