March 25, 2026 <br />1 <br />The regular meeting of the Everett City Council was called to order at 12:30 p.m., March 25, 2026, <br />by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Weir, Rhyne, Schwab, <br />Burbano, Zarlingo, Bader, and Tuohy were present. <br />Council Member Bader led the Pledge of Allegiance. <br />Council Member Weir recited the land acknowledgement. <br />MAYOR <br />Mayor Franklin recognized the retirement of Dr. Ronald Brown. Fire Chief Dave DeMarco shared <br />more regarding Dr. Brown’s contributions serving as the medical control physician for 25 years <br />and presented him with a plaque. Dr. Brown thanked the community and Fire Department. <br />Mayor Franklin also acknowledged that today marks four years since the death of Officer Dan <br />Rocha and reflected on Officer Rocha’s service to the Police Department and the community. <br />APPROVAL OF MINUTES <br />The minutes of the March 18, 2026, meeting were approved. <br />PUBLIC COMMENT <br />Council received 23 written comments and the following member of the public spoke: Maxwell <br />Figarsky. <br />COUNCIL <br />Several council members recognized Dr. Brown and thanked the public commenters. <br />Council Member Zarlingo commented on the State Route 99 Lynnwood and Unincorporated <br />Snohomish County Pre-Design Study. <br />Council Member Weir commented on her attendance at the Historic Commission meeting. She <br />stated the Charter Review Committee is hosting a public hearing at the Evergreen Library on
