ORDINANCE Page 1 of 12 <br /> <br /> <br /> <br />ORDINANCE NO. 4179-26 <br /> <br />An ORDINANCE Relating to Establishing a Manufactured Housing Community Zone; AMENDING the <br />Zoning Map; AMENDING Chapters 15.02 and 19.03, 19.04, 19.05, and 19.13 EMC; REPEALING Title 17 <br />EMC; AMENDING Ordinances No. 3774-20, 3534-17, and 4102.25. <br />WHEREAS, <br />A. There are manufactured housing communities in Everett, Washington providing affordable <br />housing for families, senior citizens and veterans. To preserve affordable housing opportunities <br />this ordinance establishes a Neighborhood Residential-Manufactured Housing Communities Zone <br />that limits the use of the land for manufactured home parks unless they are economically <br />infeasible; and <br />B. The City of Everett is updating its zoning regulations and map under Chapters 36.70A of the <br />Revised Code of Washington and Chapter 365-190 of the Washington Administrative Code; and <br />C. The amendments contained in this ordinance maintain consistency with the Growth Management <br />Act and are consistent resolution with its planning goals; and <br />D. The amendments contained in this ordinance are consistent with and supportive of goals, policies, <br />and implementation strategies in the Everett Comprehensive Plan, including: <br />1. Policy UF-3 Maintain land capacity for various housing types, including government- <br />assisted housing, moderate to extremely low-income housing, manufactured housing, <br />multifamily housing, group homes, foster care facilities, emergency housing and shelters, <br />permanent supportive housing, and duplexes, triplexes, and townhomes within the urban <br />growth area. <br />2. HO Goal 2 Housing is available to rent at prices affordable to the economic segments of <br />Everett's population, 3,700 permanent supportive housing apartments, and 19,700 <br />housing units affordable to very low-income households. <br />3. HO Goal 4 Ensure equitable access to opportunity and housing choice throughout the <br />city’s neighborhoods so that all residents may choose their neighborhood. <br />4. Policy HO-10 Protect manufactured/mobile home communities from redevelopment into <br />other uses. <br />5. Policy HO-19 Collaborate with local partners to preserve and maintain affordable housing <br />units.
