ORDINATCE NO. An ordinance regulating the business of pawn-brokers and second-hand dealers in. the city of Everett, and providing penalties for the violation thereof, and declaring an emergency. THE CITY OF EVE DOES ORDAIN: Section 1: ",very pawn-broker or second-hand dealer in the city of Everett, or their employees, shall keep a book in which shall be legibly written at the time of each purchase or loan made an accurate description of the goods, articles or things purchased or pawned, the time of purchasing or pledging the same, the amount of money paid therefor or loaned thereon, the rate of interest to be paid on such loan, the time within which said pawn is to be redeemed, and the name, age and place of residence, ith the street and number of the house of the person selling or pledging such article or thing*. and \.hen any watch is pledged to any pawn-broker or second-hand '.dealer he shall write in said book the number of the movement and the number of the case , if any, and the maker thereof, and when any jewelry, or gold or silver articles of any kind are sold or pledged to any pawn-broker or second-hand dealer he shall note in such book all letters or marks inscribed thereon, .provided, that when an article purchased or received is furniture or the contents of any house or room actually inspected on the premises, a general record of the transaction shall be sufficient. Sec. 2: All pawn-brokers and second-hand dealers shall, before 12 o 'olock, noon, of every business day, report to the com- missioner of safety on blank forms to be furnished by the said commissioner, the description of all articles received in the way of purchase or pledge on the business day immediately previous , together with the number of the ticket, in case of pledge, issued therefor, the amount loaned thereon, and the name , residence and description of the person making the sale or pledge, and such other information as the commissioner of safe-ty may require.
