PUBLIC-PRIVATE PARTNERSHIP GRANT AGREEMENT <br />AI-ENABLED PERMITTING PILOT <br />This Public-Private Partnership Grant Agreement ("Grant Agreement") is entered into as of <br />date of last signature below ("Effective Date"), by and between the Seattle Metropolitan <br />Chamber of Commerce, a Washington nonprofit corporation, d/b/a Challenge Seattle <br />("Challenge Seattle"), and the City of Everett, a Washington municipal corporation ("City"). <br />RECITALS <br />WHEREAS, the Challenge Seattle is a coalition of major employers working to address <br />regional challenges through cross-sector collaboration and public-private partnerships; <br />WHEREAS, Challenge Seattle seeks to support innovative approaches that improve <br />government services, advance housing production, and strengthen regional economic <br />competitiveness; <br />WHEREAS, the City seeks to explore innovative approaches to improve permitting <br />processes, support housing production, and enhance customer service; <br />WHEREAS, the parties desire to collaborate on a pilot project with GovStream.AI utilizing <br />artificial intelligence-enabled permitting tools to advance these goals. <br />WHEREAS, the City intends to enter into a SaaS Services Agreement with GovStream.AI <br />(the “GovStream Contract”). <br />WHEREAS, the GovStream Contract will provide for a pilot phase and for an <br />implementation phase. <br />WHEREAS, the purpose of this Grant Agreement is to reimburse the City in part for costs in <br />connection with the GovStream Contract. <br />1.PURPOSE <br />The purpose of this Grant Agreement is to support a public-private partnership to pilot and <br />evaluate artificial intelligence-enabled permitting tools intended to improve permitting <br />efficiency, customer experience, and housing-related development outcomes within the <br />City of Everett.
