. 01111 <br /> llittgai <br /> ORDINANCE NO. 2717-03 <br /> AN ORDINANCE establishing a Solid Waste <br /> Disposal System <br /> Whereas, the City Council finds that the City is participating in the solid waste disposal <br /> system managed by the County in accordance with the Interlocal Agreement Between <br /> Snohomish County and Its Cities and Towns Regarding Solid Waste Management; and <br /> Whereas, the City Council finds that in order to implement the Interlocal Agreement <br /> Regarding Solid Waste Management the City must adopt appropriate regulations; and <br /> Whereas, the City Council finds that the regulations contained herein implement the <br /> Interlocal Agreement Regarding Solid Waste Management; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Definitions "A" through "L" <br /> As used in this ordinance, the following definitions apply: <br /> "City" means the city of Everett, Washington. <br /> "Comprehensive solid waste management plan" or "comprehensive plan" means the <br /> Snohomish County comprehensive solid waste management plan, including a recycling <br /> element, as adopted by Snohomish County Motion No. 90-052, and as amended from <br /> time-to-time. <br /> "County"means Snohomish County, Washington. <br /> "Interlocal agreement" means the interlocal agreement regarding solid waste disposal and <br /> site designation between the county and its cities and towns, which is incorporated herein <br /> by this reference. <br /> Section 2: Definitions "M" through "Z." <br /> As used in this ordinance, the following definitions apply: <br /> "Person" means an individual, firm, association, partnership, political subdivision, <br /> government agency, municipality, industry, public or private corporation, or any other <br /> entity whatsoever. <br /> "Solid waste" means solid waste as defined by WAC 173-304-100(73), except for wastes <br /> excluded by WAC 173-304-015. <br /> "Solid waste handling" means the management, storage, collection, transportation, <br /> treatment, utilization, processing, and final disposal of solid wastes, the recovery of <br /> energy resources from such wastes or the conversion of the energy in such wastes or <br /> more useful forms or combinations thereof, and as such term is defined by RCW <br /> 70.95.030(17). <br />
