October 1, 2016 <br /> The Mayor and City Council Work Session began at 8 a.m. on Saturday, <br /> October 1, 2016, in the City Council Chambers of the William E. Moore <br /> Historic City Hall. Council President Murphy acknowledged that Mayor <br /> Stephanson and Council Members Moore, Roberts, Murphy, Franklin, <br /> Bader, and Tuohy were present. Council Member Stonecipher was <br /> excused. <br /> President Murphy commenced the workshop and introduced meeting <br /> facilitator Margaret Norton-Arnold and staff members, Bob Bolerjack, <br /> Administration; Paul Kaftanski, Administration; and Allan Giffen, Planning. <br /> Mayor Stephanson stated the purpose of the workshop is to launch a new <br /> citizen committee to update the original Vision 2025 report, which was <br /> created in 2005. The new committee will recognize what has changed in <br /> the last decade, update key goals, and formulate new priorities. He <br /> announced that 17 volunteers have already applied to serve on the <br /> committee. <br /> President Murphy turned the meeting over to Margaret Norton-Arnold, who <br /> briefed attendees on her facilitating background and opened up the <br /> discussion. <br /> COUNCIL MEMBER DISCUSSION <br /> Discussion took place on how the visioning process might be conceived <br /> by the committee. Ideas included a review of Vision 2025, determining <br /> how Vision 2025 is currently being quantified, expansion based on current <br /> accomplishments, setting priorities and specific short-term goals, having a <br /> flexible endpoint and long-term goals, creating a roadmap for a <br /> comprehensive plan, and providing a united plan that is accepted by <br /> council, staff, and citizens. <br /> Council members suggested the committee use current city projects as a <br /> framework for developing a process plan. Mayor Stephanson suggested <br /> expanding efforts to acquire grants and funding from outside sources that <br /> parallel the vision plan. <br /> 309 <br />
