/f4P(* a <br /> ORDINANCE NO. 3095-08 <br /> AN ORDINANCE establishing special charges for connection to the <br /> City of Everett water system and sewer system and repealing <br /> Ordinance No. 1998-94 (EMC 14.08.135). <br /> WHEREAS, the City Council of the City of Everett finds that additional connections to the <br /> City of Everett water system and sewer system have cumulative impacts which will require future <br /> reconstruction and expansion of system facilities; and <br /> WHEREAS, the Council finds that an equitable share of the cost of the water system and sewer <br /> system should be paid by new connections in order to put new customers and old customers in <br /> equilibrium to fund future reconstruction and expansion of the systems; and <br /> WHEREAS, under RCW 35.92.025, the Council may charge a connection fee to property <br /> owners seeking new connections to the water system and sewer system in such amount as the Council <br /> may determine in order that said property owners shall bear their equitable share of the cost of such <br /> system; and <br /> WHEREAS, the Council finds that connection charges for commercial and industrial uses <br /> inside city limits should relate to single family residence water and sewer usage (single family <br /> equivalents)provided that commercial/industrial charges should be reduced in consideration of lesser <br /> peaking; and <br /> WHEREAS, the Council finds that connection charges for commercial and industrial uses <br /> proposing to connect to the water transmission system should relate to single family residence water usage <br /> provided that commercial/industrial charges should be reduced in consideration of lesser peaking; and <br /> WHEREAS, the water and sewer connection charges have not been increased since 1994; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN; <br /> In addition to current sewer and water connection permit and inspection fees, there is hereby <br /> imposed, on the owners of properties, a special connection charge in the following amounts: <br />
