ORDINANCE NO. 3103-08 <br /> AN ORDINANCE amending Ordinance No. 1671-89, as amended(Title 19 EMC), <br /> Establishing an"H" Historic Overlay Zone for the Riverside Neighborhood, and <br /> Modifying Certain Zoning Standards Therein <br /> WHEREAS, Section 33 of Ordinance No. 1671-89, the Everett Zoning Code,provides <br /> for the designation of the Historic Overlay Zone in areas of the City meeting certain <br /> specified criteria; and <br /> WHEREAS, a significant majority of the structures and properties located on Virginia <br /> Avenue, Baker Avenue, 19th Street, Victor Place, Leonard Drive and 21st Street have <br /> been determined to be 50 years old or older, to be significantly associated with the <br /> history, architecture or cultural heritage of the community and to retain historic integrity; <br /> and <br /> WHEREAS, the Lettelier House at 2510 Baker Avenue and the Widgren House at 2125 <br /> Virginia Avenue are listed on the Everett Register of Historic Places and are located in <br /> the proposed Historic Overlay Zone; and <br /> WHEREAS, inclusion of the proposed property in the Historic Overlay Zone is <br /> necessary to afford protection to historic properties and promote compatibility between <br /> buildings and developments; and <br /> WHEREAS, owners of properties located within the proposed historic overlay zone <br /> initiated a study of the Riverside neighborhood to determine if it should be designated on <br /> the Zoning Map as an Historic Overlay Zone for the purpose of protecting the historic <br /> qualities of the neighborhood; and <br /> WHEREAS,the Historical Commission has held public meetings to inform the public <br /> and a public hearing to solicit public testimony from the affected neighborhood, and has <br /> reviewed the proposed modifications to specific code requirements; and <br /> WHEREAS, the Historical Commission recommends specific boundaries of the <br /> proposed Historic Overlay Zone and that specific provisions of the underlying zoning <br /> standards be modified to further the goal of preserving and enhancing the significant <br /> historic architectural qualities of the proposed Historic Overlay Zone; and <br /> 1 <br />
