elfisv"7,,'- ',0;" <br /> vigw41 <br /> ORDINANCE NO. 2855-05 <br /> AN ORDINANCE Adopting the 2005 Update to the Growth Management <br /> Comprehensive Plan for the City of Everett, as set forth in Exhibit 1, <br /> Amending Exhibit A to Ordinance No. 2021-94, as Amended <br /> (GMA Comprehensive Plan) <br /> WHEREAS, the State Legislature enacted the Growth Management Act in 1990 requiring cities <br /> and counties throughout the state to adopt comprehensive plans for a twenty year planning period <br /> that includes elements addressing land use, housing, transportation, capital facilities, and <br /> utilities; and <br /> WHEREAS, the City of Everett on August 3, 1994 adopted the Everett Growth Management <br /> Comprehensive Plan, along with optional elements including urban design and historic <br /> preservation, economic development, and parks and recreation; and <br /> WHEREAS, the schedule established by the Growth Management Act in RCW 36.70A.130(4) <br /> mandates the each city in Washington take action to review and, if necessary, revise its <br /> comprehensive plan to insure compliance with the Growth Management Act; and <br /> WHEREAS, Everett's deadline to comply with said schedule was December 1, 2004, which was <br /> extended by the state legislature to December 1, 2005; and <br /> WHEREAS, the City of Everett initiated its 2004 annual comprehensive plan amendment <br /> process in July, 2004, which included consideration of Comprehensive Plan Land Use Map <br /> amendments initiated by property owners and the City, as well as the comprehensive 10-year <br /> update required by RCW 36.70A.130(4); and <br /> WHEREAS, the City reviewed the Plan and Growth Management Act requirements per RCW <br /> 36.70A.130(4), and City Council approved the Comprehensive Plan Audit and Citizen <br /> Involvement Plan on August 25, 2004; and <br /> WHEREAS, the City has established and encouraged an extensive public participation program <br /> for the update of the comprehensive plan; the Planning Commission held numerous workshops <br /> and public hearings; the Mayor's establishment of a citizen's vision committee that prepared and <br /> presented Everett Vision 2025; and additional presentations to neighborhood, business and civic <br /> 1 <br />
