5 _v L WOOD WLYNNA S H INGT O N J ' Snohomish County Council Lynnwood City Council Everett City Council Snohomish County, Washington City of Lynnwood, Washington City of Everett, Washington RESOLUTION NO. i&-0/0 RESOLUTION NO.a0/6.09 RESOLUTION NO. 6988 JOINT RESOLUTION REGARDING COORDINATED AND EXPEDITED PLANNING, ENGINEERING AND PERMIT PROCESSING FOR THE EXTENSION OF LIGHT RAIL TRANSIT FROM LYNNWOOD TO EVERETT UNDER ST-3 WHEREAS, Sound Transit is currently building a light rail system to Lynnwood under a plan approved by voters in 2008 known as ST-2, and light rail is expected to reach the Lynnwood Transit Center by 2023; and WHEREAS, Sound Transit is currently planning the next phase of light rail (ST- 3), which will extend light rail from Lynnwood to Everett via the Paine Field manufacturing center; and WHEREAS, Snohomish County and the Cities of Everett and Lynnwood recognize the significant benefits provided by light rail service to the transportation system in the Puget Sound region, and the welfare and livability of communities throughout Snohomish County; and WHEREAS, Snohomish County and the Cities of Everett and Lynnwood recognize the importance of working with Sound Transit to develop an efficient system including: coordinated and expedited planning engineering and permitting, development of alignment alternatives, scoping, environmental review and preliminary design, final design and construction; and WHEREAS, a coordinated and expedited planning and permitting system will provide greater certainty and predictability for the development of light rail from Lynnwood to Everett via Paine Field manufacturing center, and will result in reduced time and cost to build the ST-3 system expansion; and WHEREAS, Establishing an inter-agency project management structure with Sound Transit, Snohomish County, Everett and Lynnwood will provide the
