,ImAI RESOLUTION NO. 5635 A Resolution of the City Council of the City of Everett, Washington, calling for an election to submit an annexation proposal for the Cascade Highlands annexation area to the voters within the area proposed to be annexed, describing the boundaries of the area to be annexed, stating the estimated number of voters residing in the area to be annexed, stating that the City will pay the cost of the annexation election, requiring upon annexation the area be assessed and taxed at the same rate and basis as property within the current City of Everett, except for existing City indebtedness, and that zoning will be adopted based on the Comprehensive Plan upon approval of the annexation by the electorate of the area to be annexed. WHEREAS, the City Council determines that the best interest and general welfare of the City would be served by the annexation as proposed and to accomplish this through a vote of the registered voters within the annexation area; and WHEREAS,the City Council has determined that property owners in the subject area will not be responsible for participating in the cost of the existing City indebtedness, contracted prior to or existing at the date of annexation; and WHEREAS, the City Council determines that the subject area can be served with City services at urban levels which is a higher level of services than that which currently exists; and WHEREAS, the City Council fmds that the subject area is located within Everett's urban growth area as identified in the City's Growth Management Comprehensive Plan; and WHEREAS,the City Council determines that the best interests and general welfare of the City would be served by the annexation of the subject area. NOW, THEREFORE, THE CITY OF EVERETT RESOLVES AS FOLLOWS: Section 1: That an election ballot be submitted to the qualified voters in the Cascade Highlands annexation area in question described herein.
