RESOLUTION No. 5630 <br /> A RESOLUTION of the City of Everett pertaining to the implementation <br /> of the Snohomish Basin Salmon Conservation Plan. <br /> WHEREAS, in March 1999, the United States National Oceanic and Atmospheric <br /> Administration (NOAA) Fisheries listed the Puget Sound Chinook salmon evolutionarily <br /> significant unit as a threatened species under the Endangered Species Act(ESA); and <br /> WHEREAS, in November of 1999, the United States Fish and Wildlife Service <br /> (USFWS) listed the Puget Sound bull trout distinct population segment as a threatened species <br /> under the ESA; and <br /> WHEREAS, under the Endangered Species Act, section 4(f), the federal agencies with <br /> jurisdiction over the listed species (NOAA Fisheries for the Chinook Salmon; USFWS for Bull <br /> Trout) are required to develop and implement a plan to address the recovery of the species; and <br /> WHEREAS, one of the most essential elements for the development and implementation <br /> of effective recovery programs is coordination and cooperation among federal, state, and local <br /> agencies, tribes, non-governmental organizations, and private citizens; and <br /> WHEREAS, Shared Strategy for Puget Sound (Shared Strategy), a non-profit <br /> organization,using funds, from among other sources, the Salmon Recovery Funding Board, <br /> (created and operating under Chapter 77.85 RCW), has assumed a lead role in the Puget Sound <br /> response to developing a recovery plan for submittal to NOAA Fisheries and USFWS; and <br /> WHEREAS, Shared Strategy intends that its recovery plans will include commitments <br /> from local governments, special districts, non-governmental organizations and interest groups; <br /> and <br /> WHEREAS, Shared Strategy intends to adopt a funding plan applicable to salmon <br /> recovery plans for all basins in Puget Sound, including that of the Snohomish River, which <br /> funding plan is in addition to and separate from any recovery plan originating from any basin <br /> forum; and <br /> WHEREAS, this Resolution is neither an approval or a commitment of any funding plan <br /> nor an approval of the Snohomish Basin Salmon Conservation Plan (Plan) as such but an <br /> undertaking to support salmon recovery by proposed revisions and by projects previously <br /> approved by the Everett City Council as outlined in the Snohomish Basin Salmon Conservation <br /> Plan(Plan); and <br /> WHEREAS, NOAA Fisheries and USFWS can provide certain regulatory assurances to <br /> jurisdictions that have committed to a recovery plan; and <br />
