EVERETT CITY COUNCIL <br /> RESOLUTION NO. 5602 <br /> A Resolution approving an amendment to the <br /> Comprehensive Plan Map from Multiple Family (1.7) <br /> with an allowed density range of 30 to 50 Dwelling <br /> Units per acre to Multiple Family (1.8)with unlimited density <br /> and a rezone from R-4 to R-5 Multiple Family, on <br /> a property located East of Rockefeller Avenue <br /> between 28th Street and a point North of <br /> Everett Avenue,the Zlab Rezone <br /> WHEREAS,the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the City of Everett initiated its 2004 annual comprehensive plan amendment <br /> process in July, 2004, which included consideration of Land Use Map amendments and rezone <br /> applications initiated by property owners; and <br /> WHEREAS, Mr. Zlab submitted an application to amend the Comprehensive Plan land use <br /> designation from Multiple Family(1.7) with an allowed density range of 30 to 50 dwelling units <br /> per acre to Multiple Family(1.8) with unlimited density and a rezone from R-4 to R-5 (see <br /> attached map, Exhibit "A") for a property located east of Rockefeller Avenue between 28th Street <br /> and a point north of Everett Avenue; and <br /> WHEREAS, the Planning Commission held two public hearings on the matter on February 15, <br /> 2005 and continued it to March 1, 2005 at which time they continued public testimony and heard <br /> applicant and staff presentations and considered the various aspects of the proposal; and <br /> WHEREAS, THE EVERETT CITY COUNCIL FINDS: <br /> 1. The purpose for the requested Comprehensive Plan land use map amendment is to allow <br /> construction of a multi family building with underground parking; and <br /> 2. To achieve the indicated land use changes the City needs to amend the Comprehensive <br /> Plan Land Use map from Multiple Family (1.7)to Multiple Family(1.8) and to rezone <br /> the area from R-4 (High Density) to R-5 (Core Residential). <br /> - 1 - <br />
