/:/%,:maa <br /> RESOLUTION NO. 5 5 2 5 <br /> A RESOLUTION relating to adoption of a Community <br /> Renewal Plan proposed by the Everett Housing Authority <br /> of the City of Everett, which serves as the community renewal <br /> agency for the Asarco Smelter site located in the City of Everett. <br /> Whereas, on July 21, 2004, the City Council adopted Resolution No. 5504, <br /> finding that the former Asarco Smelter area located in the City of Everett is in its present <br /> condition, a"blighted area"under RCW 35.81.050 and the rehabilitation, redevelopment, <br /> or a combination thereof, of such area is necessary in the interest of the public health, <br /> safety, morals, or welfare of the residents of the City of Everett; and <br /> Whereas, on July 21, 2004, the City Council adopted Resolution No. 5505, <br /> designating the Everett Housing Authority of the City of Everett created under RCW <br /> 35.82 to serve as the community renewal agency and thereby authorizing the Housing <br /> Authority to prepare a Community Renewal Plan; and <br /> Whereas, the Everett Housing Authority has prepared a Community Renewal <br /> Plan for Everett Smelter Redevelopment Area and has submitted the proposed <br /> Community Renewal Plan to the City for its review; and <br /> Whereas, on July 22, 2004, the Hearing Examiner of the City of Everett held a <br /> public hearing to take public testimony on an area-wide rezone and the proposed <br /> Community Renewal Plan; and <br /> Whereas, the Hearing Examiner process was used for the initial approval of the <br /> Community Renewal Plan because of its interrelationship with the area-wide rezone, <br /> however, future modifications of the Community Renewal Plan may be made directly by <br /> City Council as provided by RCW 35.81.060(5); and <br /> Whereas, on July 30, 2004, the Hearing Examiner of the City of Everett issued a <br /> recommendation to the City Council to approve the area-wide rezone and the proposed <br /> Community Renewal Plan which includes a narrative description of the Community <br /> Renewal Plan and an Illustrative Redevelopment Concept Plan; and <br /> Whereas, notice of the Public Hearing on the Area-Wide Rezone and the <br /> proposed Community Renewal Plan has been provided in accordance with the City's <br /> Local Project Review Procedures, EMC Title 15, and included publication of notice in <br /> the Everett Herald on August 20, 2004 and August 27, 2004 and a public hearing was <br /> held by City Council prior to approval of the Community Renewal Plan; and <br />
