iS,MMAR <br /> RESOLUTION NO. 5248 <br /> A Resolution Authorizing the Mayor to sign a <br /> Development Agreement and Approving A Planned <br /> Development Overlay Zone for the Snohomish County <br /> Master Plan /Campus Redevelopment Initiative. <br /> WHEREAS,the City of Everett and Snohomish County have been working together <br /> cooperatively on the expansion of the Snohomish County Campus in downtown Everett <br /> and; <br /> WHEREAS, Snohomish County has worked hard to create a downtown campus which <br /> will be a good place for people to work, visit, and access governmental services and <br /> which will complement other downtown services and uses; and <br /> WHEREAS,the Everett City Council held a public hearing on September 25, 2002,to <br /> take testimony on the Planned Development Overlay Zone for the Snohomish County <br /> Master Plan/Campus Redevelopment Initiative; and <br /> WHEREAS,the Everett City Council finds: <br /> 1. The Everett Planning Commission held workshops on December 18, 2001, April 16, <br /> 2002, July 30, 2002, and a public hearing on August 27, 2002,on the Snohomish <br /> County Master Plan/Campus Redevelopment Initiative; and <br /> 2. The Everett Planning Commission on August 27, 2002, after closing its public <br /> hearing voted unanimously to recommend that the Snohomish County Master Plan/ <br /> Campus Redevelopment Initiative Planned Development Overlay Zone be approved <br /> and the Development Agreement be approved; and <br /> 3. A Draft Supplemental Environmental Impact Statement was issued on July 8, 2002, <br /> with a thirty day comment period, with the Final Supplemental Environmental Impact <br /> Statement issued on August 13, 2002; and <br /> 4. Snohomish County has done a very good job at keeping the City of Everett, citizens, <br /> and property owners informed of the County's development plans and Master Plan <br /> process; and <br /> 5. The City Council adopted on May 17th, 2000, Resolution No. 4903 setting forth the <br /> City's support for the governmental offices and operations of Snohomish County <br /> 1 <br />
