• ORDINANCE NO. 2221-97 AN ORDINANCE amending the Civil Code Enforcement Procedures, Ordinance NO. 1383-87 as amended (Chapter 1 .20 EMC) , and repealing Sections 3, 4, 5 and 6 of Ordinance No. 1554-89 (Sections 8 .20 . 030-8 . 20 . 060 EMC) Whereas, the City' s civil code enforcement procedures have proven to serve as a valuable tool as part of the City' s overall enforcement program; and Whereas, while the civil enforcement procedures have been effective, there are significant demands being placed on the existing system which demands must be mitigated by making the existing system more efficient; and Whereas, to better address the civil violations of the City' s regulations that endanger the public health, safety and welfare, it is necessary to make the following amendments to the civil code enforcement procedures; NOW, THEREFORE , THE CITY OF EVERETT DOES ORDAIN: Section 1 : Section 1 of Ordinance No. 1383-87 as amended by Section 1 of Ordinance No. 1780-91 (EMC 1 .20 . 010) which reads as follows : Notice of violation-Issuance. The mayor or city staff members authorized by the mayor to inspect or investigate compliance with city codes and ordinances are authorized to issue and serve a notice of violation upon reasonable cause to believe that a violation of the ordinances set forth in Section 1 .20 . 020 has occurred. Such notice of violation shall be substantially in the following form: NOTICE OF VIOLATION This constitutes notice of violation of Ordinance No. (EMC ) in that (name) of (address) did commit the following City of Everett ordinance violations : at (location) City of Everett (Phone number) To above-named violator: This order was personally served on (name) by means of: Personal delivery (date) Sending Certified U.S .
