• ORDINANCE NO. c:7/196 ' 960 f' ?ETT AN ORDINANCE establishing a surface water management rate for customers not being charged for sewer service in the City of Everett. WHEREAS, Ordinance 1538-88, as amended, has established rates and charges to provide surface water quality programs and capital improvements related to drainage and water quality; and WHEREAS, said rates and charges have previously been included in sanitary sewer service charges; and WHEREAS, the City Council of the City of Everett finds that surface water management service charges for customers not paying for sewer service are necessary to fairly allocate the costs of providing this service which benefits all residences and businesses in the city regardless of whether such residences and businesses are connected to the sanitary sewer; and WHEREAS, the City Council finds that the charges herein are reasonable; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: The City Council of the City of Everett finds that surface water management services are necessary for protection of the public health, safety, welfare and convenience of the residents and businesses in the City of Everett. Therefore the charges should be assessed and collected from all residents and business in the city, including those not connected to public sanitary sewers. The proceeds of such charges so derived are to be used for the purpose of operating, maintaining and improving, including debt service, the City's surface water management, and drainage systems. Service charges for City of Everett surface water management services are hereby assessed on all utility customers in Everett not being billed for sewer service as follows: A. Single family residence: $3.75 per month (The monthly charge includes the current state utility tax). B. For other than single family residence (multiple family residence, commercial, and industrial users, etc.). The rate shall be computed in accordance with the following formula: Drainage service charge per month=Metered water usage x 3.75 900 cubic ft. (The monthly charge includes the current state utility tax). The minimum monthly charge regardless of usage shall be $3.75 per month.
