• <br /> CITY OF EVERETTL/E/FETT <br /> ORDINANCE#0,7/6,2 --q4, <br /> An Ordinance Amending the Land Use Map of the Everett Comprehensive Plan as adopted by <br /> Ordinance#2021-94, Exhibit"A," as amended, as Part of the Annual Update to the <br /> Comprehensive Plan Initiated in 1995, and Denying an Application to Amend the Land Use Map <br /> of the Everett Comprehensive Plan for Lot 3 of Seaway Center from "Office and Industrial Park" <br /> to "Single Family Detached, 3 to 5 Dwellings per Gross Acre." <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its first annual comprehensive plan amendment process <br /> in 1995, which included consideration of Land Use Map amendment and rezone applications <br /> initiated by private property owners, Land Use Map amendments and rezones initiated by the <br /> City to resolve conflicts between the Comprehensive Plan Land Use Map and Zoning Map, and <br /> amendments to the text and policies of the Comprehensive Plan; and <br /> WHEREAS, an environmental analysis of the proposed Comprehensive Plan amendments has <br /> been conducted by the City in compliance with the requirements of the State Environmental <br /> Policy Act(SEPA); and <br /> WHEREAS,the City of Everett has encouraged Public Participation in the consideration of <br /> Amendments to the Comprehensive Plan, as required by the Growth Management Act, through a <br /> variety of notification procedures, including SEPA review, mailing to interested citizens and <br /> organizations, mailing to affected property owners, legal publication, posting of affected <br /> properties, and the City of Everett cable television bulletin board; and <br /> WHEREAS,the Planning Commission has conducted Public Workshops and Public Hearings to <br /> consider all of the proposed amendments to the Land Use Map of the Comprehensive Plan which <br /> were initiated in 1995 and has made recommendations to the City Council on each of the <br /> proposed map amendments; and <br /> WHEREAS, the Planning Commission has conducted Public Workshops and Public Hearings <br /> between September, 1995 and May, 1996 to consider all of the proposed amendments to the text <br /> and policies of the Comprehensive Plan which were initiated in 1995; and <br /> WHEREAS, the Planning Commission has considered all of the proposed Comprehensive Plan <br /> Land Use Map and Policy amendments as well as implementing rezones, so that the cumulative <br /> effects of all amendments have been fully ascertained, as required by the Growth Management <br /> Act; and <br /> t <br />
