ORDINANCE NO. 2146-96 <br /> An Ordinance of the City of Everett Amending the Development Standards in the R-S Zone <br /> (EMC 19.06), R-1 Zone (EMC 19.08), and R-2 Zone (EMC 19.09); Eliminating the R-S-1 <br /> Zone (EMC 19.07), Amending Use-Standards Table 11-01 (EMC 19.11), Use-Standards Table <br /> 12-01 (EMC 19.12), Use-Standards Table 13-01 (EMC 19.13), Use-Standards Table 14-01 <br /> (EMC 19.14); Amending the Accessory Dwelling Unit Regulations (EMC 19.39.020); and <br /> Amending the Lot Area Averaging Requirements of Section(EMC 19.39.130) of the Zoning <br /> Code (Ordinance #1671-89, as Amended by Sections 3, 4, 5 and 6 of Ordinance# 1729-90; <br /> Section 25 of Ordinance#1838-91; Sections 1, 4, 5, 6, 7, 10, 13, 15, 18, 22, and 47 of Ordinance <br /> #1848-92; Section 47 of Ordinance #1849-92; and Section 1 of Ordinance #2093-95). <br /> WHEREAS, the City Council adopted Ordinance#1671-89, establishing a new Zoning Code for <br /> the City of Everett, which contains regulations governing the minimum lot area required for single <br /> family dwellings in various zone districts; and <br /> WHEREAS, the four legal and policy framework documents upon which the Everett <br /> Comprehensive Plan is based are the Washington State Growth Management Act, the Vision <br /> 2020 Growth and Transportation Strategy(Multi-County Planning Policies), Snohomish County <br /> Tomorrow(County-Wide Planning Policies), and Everett Vision 2000; and <br /> WHEREAS, each of these legal and policy directives for Everett's comprehensive plan includes a <br /> number of growth concepts, including the following: <br /> Increasing residential densities while maintaining a sense of community. <br /> Creating and maintaining a high quality of life. <br /> Providing affordable housing for all citizens. <br /> Protecting neighborhood character. <br /> Citizen involvement in development of planning policies and regulations. <br /> and <br /> WHEREAS, the Basic Growth Concepts for Everett's Comprehensive Plan (Concept#2, Page <br /> I-12) include the following statement: <br /> Rather than accommodating a higher population level for the city by rezoning single family <br /> areas to multiple family, more subtle methods of allowing more housing in neighborhoods <br /> throughout the city will be promoted, with an emphasis on the quality and design character <br /> of higher density housing in all areas of the community. <br /> and <br />
