'-" <br /> NZ:: <br /> 4.4&. <br /> ORDINANCE NO. 2103-95 <br /> AN ORDINANCE relating to curfew regulations for minors, <br /> expanding the juvenile curfew to apply city-wide and making the city's <br /> curfew regulations permanent, amending sections 1 and 2 of Ordinance <br /> No. 2001-94 (EMC 9.80.010 and .020), repealing section 3 of <br /> Ordinance No. 2001-94 (EMC 9.80.030), and amending section 11 of <br /> Ordinance No. 2001-94. <br /> WHEREAS, the City has had a positive experience with the application of the <br /> juvenile curfew in the Central Business District, and <br /> WHEREAS, late at night, minors in public places throughout the City of Everett <br /> are particularly vulnerable to being victimized and abused, and <br /> WHEREAS, the City of Everett believes that parental responsibility and <br /> supervision must continue to be encouraged and promoted; and <br /> WHEREAS, members of various neighborhood groups have requested the City's <br /> downtown curfew be extended to apply city-wide; and <br /> WHEREAS, the City Council has heard testimony from the Everett Police <br /> Department, and from members of the public concerning the need to continue to <br /> have effective tools to protect minors from the dangers and temptations that exist <br /> in public places late at night; and <br /> WHEREAS, Ordinance No. 2001-94, adopted on April 27, 1994, and originally <br /> set to expire on October 31, 1994, was extended to be effective through October <br /> 31, 1995 by Resolution No. 4013; and <br /> WHEREAS, the City Council finds that a city-wide juvenile curfew and parental <br /> responsibility ordinance will preserve the public safety and reduce acts of violence <br /> by and against juveniles that are occumng at rates beyond the capacity of the <br /> police to assure public safety; and <br /> WHEREAS, the City Council finds that reasonable regulations on the hours <br /> which minors under the age of eighteen may be in or upon public streets, parks or <br /> other public places throughout the City will protect the minors of this <br /> municipality, and reinforce parental responsibility and authority; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: Section 1 of Ordinance No. 2001-94 (EMC 9.80.010), <br /> which reads as follows: <br />
