• <br /> • <br /> 740FETT <br /> ORDINANCE NO. 2060-95 <br /> An Ordinance Adopting Land Use Designations <br /> for the 19th Avenue SE Study Area as the Final Phase of Adoption of the <br /> City of Everett Growth Management Comprehensive Plan <br /> WHEREAS,the Everett City Council adopted Ordinance No. 2021-94 establishing Everett's Growth <br /> Management Comprehensive Plan on August 3, 1994,pursuant to the Washington State Growth <br /> Management Act; and <br /> WHEREAS,the Planning Commission spent four years studying a variety of issues,trends, laws, <br /> projected needs, and community preferences related to the development of the comprehensive plan, <br /> including land use, housing, economic development,transportation, utility infrastructure, urban design, <br /> community image,and the environment; and <br /> WHEREAS,the City considered different land use alternatives in the 19th Avenue SE Study Area as part <br /> of its evaluation of its Growth Management Comprehensive Plan and the impacts of the different land <br /> use alternatives were analyzed in a Draft and Final EIS for the City of Everett Growth Management <br /> Comprehensive Plan; and <br /> WHEREAS, Section 5 of Ordinance No. 2021-94 designated the 19th Avenue SE Study Area as a special <br /> study area and declared the City's intent to adopt the land use designations for this area as a final phase <br /> of comprehensive plan adoption, in order to allow for the completion of a detailed environmental impact <br /> statement(EIS)for a pending plan amendment and rezone and to allow for further consideration of <br /> public testimony for the study area by the Planning Commission and City Council; and <br /> WHEREAS,the 19th Avenue SE Study Area has a fragmented mix of zoning classifications which has <br /> resulted from changes to the comprehensive plan in 1972, 1983 and 1986-87; and <br /> WHEREAS, land development which has occurred within the 19th Avenue SE study area in the last ten <br /> years consists of a mix of uses including multiple family housing,office, retail, commercial service, <br /> storage, and restaurants; and <br /> WHEREAS,the City of Everett issued a Final EIS for the proposed Costco store which analyzed the <br /> impacts of a proposed 156,000 square foot store as well as other potential land uses on a portion of the <br /> 19th Avenue Study Area; and <br /> WHEREAS, the Planning Commission reviewed and analyzed the existing conditions in the 19th Avenue <br /> SE Study Area related to the Costco proposal and the surrounding properties within the study area, <br /> including existing uses,zoning, environmentally sensitive areas, drainage patterns, and traffic patterns; <br /> and <br />
