ORDINANCE NO, 2032-94 E!/E?ETT AN ORDINANCE continuing the Solid Waste Management Utility, and modifying rates and charges therefor, and repealing Ordinance 1543-88. WHEREAS, for over eight years, the Mayor, City Council, and staff of the City of Everett have been intensively involved in solid waste management issues, particularly City Council has authorized a waste reduction and recycling program and development of a City of Everett Solid Waste Management Comprehensive Plan which is currently being updated; and WHEREAS, said involvement has required many hours of elected officers' and staff time plus direct costs of the services of consultants since 1986; and WHEREAS, as an integral part of management of solid waste, the City Council finds that waste reduction and recycling should be encouraged, emphasized, upgraded, and, if necessary, subsidized in the City of Everett, and that some expenditure of public funds will be required to establish and promote a successful waste reduction and recycling program; and WHEREAS, the City Council finds that all residences, multi-family, businesses and industries in the City will benefit from the City Solid Waste Management Utility conducting solid waste projects and programs as the Mayor and Council may direct and that the following rates should be established to fund said projects and programs: CATEGORY CHARGE Single Family residence $0.65/unit/mo. Multi-Family 0.55/unit/mo. Business 0.12/FTE/mo.* *to a maximum of 10,000 employees or $1,200 per month and, WHEREAS, the City Council of the City of Everett finds that private haulers now provide satisfactory and cost effective solid waste collection services for the residents, multi-family, businesses and industries of the City of Everett, but that there is a need to provide publicly- supported coordination and administration of solid waste management, include waste reduction and recycling programs in the City, and,
