J RESOLUTION NO. 4 4 5 2 A RESOLUTION authorizing the application for funding assistance for an outdoor recreation project to the Interagency Committee for Outdoor Recreation (IAC) as provided by the Washington Wildlife Recreation Program WHEREAS, the City Council of Everett has recognized the need for the development of a community park and trail in the urban area commonly known as "Harborfront Trail-Phase I"; and WHEREAS, it is the intent of the Port of Everett to dedicate easements to the City of Everett for the development of a community park in the urban city limits of Everett commonly known as "Harborfront Trail-Phase I"; and WHEREAS, under the provisions of the Washington Wildlife Recreation Program, State and Federal funding assistance has been authorized and made available to aid in financing the cost of construction of outdoor recreation facilities by local public bodies; and WHEREAS, the City Council of Everett considers it in the best public interest to develop a regional trail extending from Forest Park to Howarth Park along the waterfront of Port Gardner Bay; and WHEREAS, the City of Everett is recognized by the State Interagency for Outdoor Recreation as the principle agency for the development of a community park in the City of Everett urban area under the 1992 -97 Parks and Recreation Comprehensive Plan. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Everett declares that: 1. The Council supports the City of Everett's application for IAC funding for this project; 2. That any fund assistance so received be used for the development of Harborfront Trail, Phase I, from the base of Forest Park to Howarth Park in the City of Everett. 3. That the Mayor or another individual be authorized to make formal application to the Interagency Committee for Outdoor Recreation for funding assistance; 4. That the City's share of the project will be derived from authorized 1997 budget; 5. That the City hereby certifies that the City is responsible for all non-cash commitments to the local share, such as volunteer time and in-kind donations, should they not materialize; W:\GRANTS\IAC\HBRFRT.DOC
