RESOLUTION NO. 4451 <br /> A RESOLUTION authorizing the application for funding assistance for an outdoor <br /> recreation project to the Interagency Committee for Outdoor Recreation (IAC) as provided <br /> by the Washington Wildlife Recreation Program <br /> WHEREAS, the City Council of Everett has recognized the need for the development of a <br /> regional trail in the urban area commonly known as "Silver Lake"; and <br /> WHEREAS, it is the intent of the City of Everett to develop a regional trail in the urban city <br /> limits of Everett commonly known as "Silver Lake Trail"; and <br /> WHEREAS, under the provisions of the Washington Wildlife Recreation Program, State and <br /> Federal funding assistance has been authorized and made available to aid in financing the cost of <br /> construction of outdoor recreation facilities by local public bodies; and <br /> WHEREAS, the City Council of Everett recognizes that Silver Lake is a unique community <br /> asset, and considers it in the best public interest to develop a regional trail; and <br /> WHEREAS, the City of Everett is recognized by the State Interagency for Outdoor Recreation as <br /> the principle agency for the development of regional trails in the City of Everett urban area under <br /> the 1992 -97 Parks and Recreation Comprehensive Plan; <br /> NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Everett declares that: <br /> 1. That the mayor or another individual be authorized to make formal application to the <br /> Interagency Committee for Outdoor Recreation for funding assistance, <br /> 2. Any funding assistance received shall be for the development of Silver Lake Trail, <br /> 3. That the city's share of the project will be derived from the authorized 1997 budget, <br /> 4. The City hereby certifies that the City is responsible for all non-cash commitments to the <br /> local share (for example, volunteered time and in-kind donations) should they not <br /> materialize. <br /> 5. That any facility development with financial aid through the Interagency Committee for <br /> Outdoor Recreation be placed in use as an outdoor recreation facility or habitant conservation <br /> area and be retained in such use in perpetuity unless as otherwise provided and agreed to by <br /> W:\GRANTS\IAC\SL VRLAKE.DOC <br />
