July 29, 2015 <br />The regular meeting of the Everett City Council was called to order at 6:30 <br />p.m., July 29, 2015, in the City Council Chambers of the William E. Moore <br />Historic City Hall, Council President Bader presiding. Upon roll call it was <br />found that Mayor Stephanson and Council Members Moore, Murphy, <br />Gipson, Bader, Stonecipher, and Tuohy were present. Council Member <br />Roberts was excused. <br />Council Member Murphy led the Pledge of Allegiance. <br />The minutes of the July 22, 2015, City Council meeting were approved as <br />printed. Council Member Stonecipher abstained from the vote. <br />LTi/_\fel ani <br />Mayor Stephanson spoke about the Governor's decision on Tuesday to <br />direct the Department of Ecology to develop some type of carbon tax for <br />the purpose of imposing a binding cap on carbon emissions in <br />Washington State. The Mayor commented on the possible risk to multi- <br />modal projects should transportation dollars be diverted if the Governor <br />moved ahead to enact a new clean -fuels regulation. <br />miiNni <br />Council Member Murphy reported that the cities of Seattle, Tacoma, and <br />Everett issued a press release this week urging people to avoid wasting <br />water in response to the hot, dry weather and low river levels. <br />Council Member Stonecipher reported on her attendance last evening at <br />the Parks Board Commissioner's workshop on their comprehensive plan <br />update. She stated a public survey is currently available on the Everett <br />Parks & Recreation webpage and listening sessions will be held around <br />the community in September. <br />Council Member Tuohy reported on her attendance at the Historical <br />Commission Board meeting last night. She stated that discussion took <br />place relating to Project M, and citizens were inquiring whether the lamp- <br />black coloring agent had been added to newly constructed sidewalks. <br />OW <br />
