740FETT <br /> RESOLUTION NO. 3751 <br /> WHEREAS on August 22, 1990 City Council adopted Resolution No. <br /> 3355 ordering that the development of a Community Theater be expedited and that <br /> a Community Theater Committee be appointed for the purpose of developing a <br /> plan to accomplish the financing, bidding, design/build and lease/purchase for a <br /> performing arts theater facility; and <br /> WHEREAS in accordance with Resolution No. 3355 a Community Theater <br /> Committee was appointed and after thorough research, consideration, review and <br /> public hearings, the Committee developed and recommended adoption of the <br /> Community Theater Plan to the City Administration and City Council; and <br /> WHEREAS on March 6, 1991 following a public hearing the City Council <br /> approved the Community Theater Plan establishing criteria for a performing arts <br /> theater facility including a Mission Statement proclaiming: <br /> "The mission of the Everett Community Theater is to provide a focal point for <br /> cultural experiences for a broad spectrum of community audiences, to provide <br /> a catalyst for downtown revitalization, to stimulate a higher volume of daytime <br /> and evening pedestrian activity on downtown city streets, to add an evening <br /> destination in downtown which helps support other evening activities in the <br /> core area and to facilitate the greatest public benefit by supporting performing <br /> arts, music, dance, business, neighborhoods, government organizations, and <br /> fine arts, and to provide for the most responsible and economic management." <br /> and approved the Request for Proposals (RFP) and authorized the Call for Bids for <br /> the design/build, lease/purchase Community Theater project; and <br /> WHEREAS on July 3, 1991 City Council adopted Resolution No. 3493 <br /> accepting the Design/Build and Lease/Purchase proposal of Colby Square Partners <br /> followed, on October 23, 1991, by the authorization for the Mayor to execute the <br /> Colby Square Partners contract for the performing arts theater facility at 2710 <br /> Wetmore Avenue; and <br /> WHEREAS on November 15, 1991 the City issued Notice to Proceed on <br /> the design portion of the Community Theater contract; and <br /> WHEREAS on June 10, 1992 City Council adopted Resolution No. 3633 <br /> accepting the design plans for the Community Theater and authorized Notice to <br /> Proceed on the construction portion of the contract; and <br />
