CITY OF EVERETT <br /> Ell' - E/ T <br /> Resolution No. 3733 <br /> A Resolution Amending the Land Use Map of the Everett General Plan <br /> for Property Located at 8220 Beverly Boulevard. <br /> WHEREAS, Carole Harrington has applied for an amendment to the land <br /> use designation of the Land Use Map of the Everett General Plan for <br /> property located at 8220 Beverly Boulevard, from "Single Family <br /> Detached, 1 to 5 Dwellings Per Gross Acre" to "Office;" in order to <br /> rezone the property for the purpose of establishing a small retail <br /> business on the premises; and <br /> WHEREAS, the Planning Commission conducted a Public Hearing on <br /> November 17 , 1992 , and considered the testimony of the applicant and <br /> of the public, and recommended that the City Council approve a change <br /> of the land use designation of the Land Use Map of the Everett General <br /> Plan from "Single Family Detached, 1 to 5 Dwellings Per Gross Acre" to <br /> "Neighborhood Business; " and <br /> WHEREAS, the City Council finds the following: <br /> 1. The Everett Zoning Code requires that in order for a rezone to be <br /> approved, that the proposed zoning be consistent with the land <br /> use designation of the Everett General Plan; and <br /> 2 . The circumstances which have changed in the vicinity of the <br /> subject property since the adoption of the commercial land use <br /> policies of the Everett General Plan in 1987 include the more <br /> intensive development of the property to the south of the subject <br /> site, and the establishment of a traffic signal for the <br /> intersection at which the subject property is located; and <br /> 3 . With a revision to the applicant's request for amendments to the <br /> Land Use Map and Zoning Map and appropriate limitations on the <br /> use and intensity of commercial development permitted on the <br /> subject property, the use of the site for commercial purposes <br /> could be made compatible with surrounding residential properties; <br /> and <br /> 4. The "neighborhood business" land use designation and the B-i <br /> (Neighborhood Shopping) zone, with certain limitations on <br /> permitted uses and intensity of development would promote <br /> consistency with several of the Locational Criteria and policies <br /> of the Commercial Land Use Policies of the Everett General Plan, <br /> including: <br /> a) a transition in scale and use between residential and <br /> commercial areas, buffering residential areas from the <br /> impacts of heavier commercial uses; and <br /> 1 <br />
