ORDINANCE NO. 1845-92 E!/ERETT <br /> AN ORDINANCE CREATING A SPECIAL PROJECT FUND ENTITLED <br /> Paine Field Boulevard Corridor Analysis, Extension <br /> Study, and Preliminary Design Study" , Fund No. 386, <br /> and repealing Ordinance No. 1364-87. <br /> WHEREAS, the City Council recognizes that as new development takes place in <br /> the Southwest Everett and Paine Field areas consistent with the Southwest <br /> Everett Comprehensive Plan, Snohomish County's Paine Field Area <br /> Comprehensive Plan, the Paine Field Airport Master Plan, and the City of <br /> Mukilteo's Comprehensive Plan, that access improvements must be made to <br /> accommodate the increase in the vehicular traffic generated by this <br /> development; and <br /> WHEREAS, the traffic studies conducted by the City of Everett, the City of <br /> Mukilteo, Snohomish County, and Boeing all show that a new roadway <br /> connecting SR 526 to SR 525 is needed; and <br /> WHEREAS, the process required to develop this roadway is complex and time <br /> consuming and the participants wish to initiate the process as soon as is <br /> practical to avoid creation of a critical timing situation at a future date; <br /> and <br /> WHEREAS, the property owners and jurisdictions who are participants in the <br /> planning of this roadway recognize that the corridor planning route <br /> selection process, preliminary design, and cost estimates are prerequisites <br /> for the funding analysis and acquisition, engineering, and construction <br /> phases of the roadway project; and <br /> WHEREAS, the Boeing Company and the Washington State Transportation <br /> Improvement Board (TIB) have both pledged significant amounts of funding for <br /> the study, design and construction of the new roadway; and <br /> WHEREAS, on July 8, 1987, the City Council authorized the Mayor to sign an <br /> interlocal agreement with Snohomish County and the City of Mukilteo in which <br /> the parties agree to undertake a route selection study, an environmental <br /> review and a preliminary design and cost study; and <br /> WHEREAS, the study, design and construction of the roadway are an integral <br /> part of the program to mitigate the off-site traffic impacts of the Boeing <br /> Plant expansion; and <br /> WHEREAS, the traffic analysis included in the EIS for the Boeing plant <br /> expansion call for a significant revision of the original scope of <br /> information needed for the new roadway; and <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 1 <br />
