#" RESOLUTION NO. 3/ 77 <br /> A RESOLUTION SUPPORTING THE <br /> IMPLEMENTATION OF COLLECTION OF <br /> SOURCE SEPARATED RECYCLABLES BY <br /> WASTE COLLECTORS IN EVERETT <br /> WHEREAS, City Ordinance 1430-87 authorized the Mayor to undertake all <br /> activities necessary to encourage and intensify recycling in the City of <br /> Everett; and <br /> WHEREAS, the City of Everett conducted a pilot recycling study in 1988 <br /> which compared participation rates and material recovery rates for monthly <br /> residential collection, weekly residential collection, promotion of dropboxes, <br /> and promotion of buyback centers and found that the greatest participation and <br /> material recovery rates occurred with weekly residential collection, and <br /> WHEREAS, Resolution 2994 authorized and directed the Mayor to prepare a <br /> solid waste management plan for the City of Everett particularly addressing <br /> reduction and recycling programs for the City of Everett; and <br /> WHEREAS, in order to develop the solid waste management plan the Mayor <br /> appointed a solid waste planning committee which recommended a preferred <br /> alternative management plan to the City Council which indicates that the City <br /> should "provide a system for voluntary collection of residential recyclables <br /> If <br /> Such system should include "weekly collection of recyclables from single <br /> family residences. . .the City or hauler would provide recycling containers to <br /> all households (and) at a minimum the program would collect newspapers, <br /> aluminum cans, glass, and yard waste." Further, a system of incentives and <br /> disincentives to encourage recycling was recommended; and <br /> WHEREAS, the City Council of the City of Everett adopted the solid waste <br /> management plan on May 24, 1989, and <br /> WHEREAS, the Washington State legislature in ESHB 1671 determined that, <br /> "(s)ource separation of waste must become a fundamental strategy of solid <br /> waste management. . .it is the responsibility of state, county, and city <br /> governments to provide for a waste management infrastructure to fully <br /> implement waste reduction and source separation strategies. . .(and therefore) <br /> waste reduction; (and) recycling, with source separation of recyclable <br /> materials as the preferred method" are the highest solid waste handling and <br /> collection priorities. Further, the legislature determined that "steps should <br /> be taken to make recycling at least as affordable and convenient to the <br /> ratepayer as mixed waste disposal." Additionally, the legislature directed <br /> the WUTC to regulate solid waste collection companies "by requiring compliance <br /> with local solid waste management plans and related implementation <br /> ordinances," and to include in the rates for solid waste collection, "all <br /> known and measurable costs related to implementation of the approved county or <br /> city comprehensive solid waste management plan." And; <br /> WHEREAS, the two waste haulers authorized by the Washington Utilities and <br /> Transportation Commission (WUTC) to collect wastes in Everett, Northwest <br /> Disposal Company and Rubatino Refuse Removal Company, have indicated a <br /> willingness to provide a system to encourage source separation and collection <br /> of recyclables from single family homes and duplexes; and <br /> WHEREAS, The City Council finds that the costs of collection, handling, <br /> sale, or disposal of recyclables will exceed income such that the rates and <br /> charges of Northwest Disposal Company and Rubatino Refuse Removal Company <br /> should include the costs therefor and the WUTC should approve implementation <br /> of such costs in the rates and charges in order to implement programs to <br /> collect recyclables; and <br /> WHEREAS, Northwest Disposal Company and Rubatino Refuse Removal Company <br /> have asked the WUTC for the necessary approvals to begin the recyclable <br /> collection service to Everett citizens, <br /> NOW THEREFORE BE IT RESOLVED BY THE EVERETT CITY COUNCIL: <br /> That the Everett City Council supports Tariff No.12, Page 7a for Residential <br /> Segregated Garbage Service for Northwest Disposal Company and Tariff No. 5, <br /> Page 7a for Residential Segregated Garbage Service for Rubatino Refuse Removal <br /> Company as consistent with the plans and policies of the City of Everett and <br /> declares that such requests will properly execute the City of Everett Solid <br /> Waste Management Plan for separation collection of recyclables from residences. <br />
