September 30, 2015 The regular meeting of the Everett City Council was called to order at 6:30 p.m., September 30, 2015, in the City Council Chambers of the William E. Moore Historic City Hall, Council Vice President Murphy presiding. Upon roll call it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Gipson, Stonecipher, and Tuohy were present. Council Member Bader was excused. Council Member Gipson led the Pledge of Allegiance. The minutes of the September 23, 2015, City Council meeting were approved as printed. MAYOR Mayor Stephanson proposed two initiatives to resolve the problems with the street population and homelessness. The proposal included the following components: 1 —Allocate an additional $1,000,000 from the City of Everett 2016 budget to hire five additional police officers, two embedded social workers and a prosecutor, and to build 10 low -barrier housing units in 2016, and 10 low - barrier housing units of in 2017; 2 — Implement new panhandling rules and regulations: panhandling will be prohibited in the areas where the public is most vulnerable. The Mayor stated the proposal will be presented during the Budget Address on October 28, 2015. He thanked Council Member Tuohy for her efforts as Chair of the Public Safety Subcommittee and congratulated her and all participants for the success of the first Public Safety Subcommittee meeting. COUNCIL Council Member Moore thanked Council Member Touhy for great organization of the first Public Safety Subcommittee meeting and the Mayor for his initiatives. He mentioned the positive change in the economy, which provides an opportunity to address the streets problems. 292
