1 RESOLUTION NO. 3o3c, <br /> 2 A RESOLUTION authorizing the City of Everett to participate <br /> 3 with a City/Municipal Public Health Funding Committee to <br /> represent the municipal point of view in the matter of the <br /> 4 funding of the cost of delivery of public health, by and <br /> through the Snohomish Health District; to approve the scope <br /> 5 of said committee and its participation in negotiation <br /> and/or arbitration under the provisions of RCW 70.46.080. <br /> 6 <br /> 7 WHEREAS, the Snohomish Health District is a municipal corporation <br /> 8 engaged in the delivery of public health services in the unincorporated and <br /> 9 incorporated areas of Snohomish County, and the City is represented on the <br /> 10 Board of Health, which is the governing authority of the Snohomish Health <br /> 11 District, by duly-elected representatives in compliance with RCW 70.46, et <br /> 12 seq. , and charter of the Snohomish Health District; and <br /> 13 WHEREAS, an impasse has developed with respect to the 1988 budget of <br /> 14 the Snohomish Health District, which impasse results from the County of <br /> 15 Snohomish, a member municipal agency, declining to meet that portion of the <br /> 16 Snohomish Health District budget to be funded from the general tax revenue <br /> 17 of the County of Snohomish, resulting in a short-fall of $360,406, and <br /> 18 pursuant to RCW 70.46.080, the matter of that short-fall is now pending in <br /> 19 arbitration under RCW 70.46.080; and <br /> 20 WHEREAS, the issue of funding the cost of the delivery of public health <br /> 21 services through the Snohomish Health District, and a fair and reasonable <br /> 22 allocation of that cost, among the incorporated cities and towns of the <br /> 23 County of Snohomish, and the County of Snohomish, is a significant public <br /> 24 issue, both from the standpoint of the immediate 1988 Snohomish Health <br /> 25 District budget, and from the standpoint of continued funding of that <br /> 26 governmental service after 1988; <br /> 27 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> 28 EVERETT, that the City does hereby agree to participate in an evaluation of <br /> 29 the allocation of costs for the delivery of public health services through a <br /> 30 city/municipal committee, whose membership, and duties and objectives shall <br /> 31 be as follows, to wit: <br /> 32 <br />
