• <br /> 1 RESOLUTION NO./ 73 F <br /> 2 <br /> A RESOLUTION to amend the Block Grant General <br /> 3 Strategy Plan <br /> 4 <br /> 5 <br /> WHEREAS, the City Council adopted a Block Grant General Strategy Plan on <br /> 6 <br /> January 17, 1979, and <br /> 7 <br /> 8 <br /> WHEREAS, the adopted plan reads as follows: <br /> 9 <br /> 1. Activity priorities for Everett's 1979-81 Development <br /> 10 Block Grant funds shall be as follows: <br /> 11 First priority shall be to improve residential neighborhoods <br /> and expand housing opportunities within the City. Subpriorities <br /> 12 under this area shall be: <br /> 13 a. Expand housing opportunities through improvements <br /> of the housing stock and site acquisition for low and <br /> 14 moderate income housing; <br /> 15 b. Improvements and/or new construction of neighborhood <br /> public works, such as, sidewalks, streets, parks and <br /> 16 recreation, and utilities; <br /> 17 c. Improvements and/or new construction of publicly owned <br /> community facilities serving a specific neighborhood, such <br /> 18 as, multi-service centers, health or recreation centers, etc. <br /> 19 d. Social Services in support of other physical development <br /> activities undertaken with Block Grant funds, including, <br /> 20 but not limited to, employment, crime prevention, child <br /> care, health, drug abuse, and education. <br /> 21 Second priority shall be to provide or improve city-wide or area-wide <br /> 22 public community facilities and equipment. Sub-priorities shall be: <br /> a. Facilities or equipment that enhance the educational, <br /> 23 health, and social service opportunities of low and <br /> moderate income residents. <br /> 24 <br /> b. Facilities that enhance the recreational opportunities <br /> 25 of identifiable segments of the low-income population <br /> 26 (seniors, handicapped, minorities) and which are not <br /> specifically oriented toward one neighborhood. <br /> 27 Third priority shall be commercial revitalization and industrial <br /> 28 redevelopment activities. Subpriorities shall be: <br /> a. Economic development studies to evaluate commercial <br /> 29 and industrial redevelopment needs, opportunities and <br /> feasibility; <br /> 30 <br /> 31 <br /> 32 <br />
