• ORDINANCE NO . 1720-90 AN ORDINANCE creating a special construction fund entitled " 1990 Block Grant Neighborhood Improvement" Fund No . 362 authorizing the construction of improvements as voted on by Councils for Northeast Everett ( $29 , 325 ) on November 21, 1989, Port Gardner ( $10, 000 ) on November 13 , 1989 , and Riverside ( $30, 715 ) on November 14, 1989 , and authorizing $70 , 040 for these improvements . WHEREAS, the City Council has recognized the need to improve the Northeast Everett, Port Gardner , and Riverside Neighborhoods ; and WHEREAS, the City Council has allocated from the 1990 Block Grant fund $70, 040 to make the needed improvements and to be divided between the Northeast Everett, Port Gardner , and Riverside Neighborhoods ; and WHEREAS, the Northeast Everett, Port Gardner , and Riverside Neighborhood residents were asked to suggest improvements and then specify their priorities for the expenditure of Block Grant Funds ; and WHEREAS, numerous neighborhood meetings have been held , and the following neighborhood-wide meetings , where residents voted , were held in the neighborhoods on the improvement projects to be recommended to City Council : Tuesday, November 21, 1989 in Northeast Everett Monday , November 13, 1989 in Port Gardner Tuesday, November 14, 1989 in Riverside NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN : Section 1 : A special construction fund is hereby established as Fund No . 362 , entitled " 1990 Block Grant Neighborhood Improvement Fund" to accomplish the actions authorized in subsequent sections of this Ordinance . Section 2 : Authorization is hereby granted to provide for the development of contract plans , specifications and detailed cost estimates and construction required to provide the following : A.
