-YrANORDINANCE NO. 160 27---J77- <br /> AN <br /> ORDINANCE amending Ordinance No. 1433-88 providing a Plan <br /> of Additions to the System to be funded in part by the <br /> proceeds of the 1988 Water/Sewer Revenue Bonds. <br /> WHEREAS, the City Council has recognized the need to improve <br /> the sewer system of the City of Everett by undertaking <br /> improvements to the City's sewage treatment plant as well as the <br /> pump stations, interceptors, and sewer mains in the collection <br /> system; and <br /> WHEREAS, there will be benefits to the health and welfare of <br /> all citizens of the City of Everett and adjacent Sewer Districts <br /> as a result of upgrading the sewage treatment plant and <br /> collection system; and <br /> WHEREAS, the City Council on January 13 , 1988 passed <br /> Ordinance No. 1433-88 authorizing the sale of $41,750, 000 in <br /> revenue bonds primarily for the construction of wastewater <br /> treatment facilities; and <br /> WHEREAS, the City Council on March 16, 1988 passed Ordinance <br /> No. 1458-88 which created a construction fund to upgrade the <br /> City's wastewater treatment facilities; and <br /> WHEREAS, the State of Washington Department of Ecology has <br /> offered the City grants for 50% of the eligible cost of <br /> constructing portions of the needed facilities: <br /> NOW, THEREFORE BE IT ORDAINED BY THE EVERETT CITY COUNCIL <br /> THAT: <br /> Section 1: Section 3 of Ordinance No. 1433-88 which reads <br /> as follows: <br /> Section 3 : Plan of Additions to the System. The <br /> following plan for the acquisition, construction and <br /> installation of additions and betterments to the System <br /> is hereby specified and adopted, to wit: <br /> The City shall acquire, construct, install and equip <br /> capital improvements for the expansion of the City's <br /> secondary sewer treatment plant to improve the <br /> efficiency of the existing lagoon-based treatment <br /> system and shall acquire, construct and equip a <br /> 16, 000, 000-gallon per day mechanical treatment plant <br /> using a trickling filter/solids contact system of <br /> secondary treatment. Said facility and improvements <br /> will require the construction or installation of the <br /> following: <br /> (I) inboard recirculation channels constructed of <br /> concrete within the existing diked area <br /> around the west and east sides of the <br /> existing oxidation pond to more thoroughly <br /> circulate its contents; <br /> (2) a small pump station at the southern end of <br />
