ORDINANCE NO. 3002-07 <br /> An Ordinance Amending Ordinance No. 1671-89 as amended, <br /> Ordinance No. 1847-92 as amended, Ordinance 2322-98, <br /> and Ordinance No. 2397-99 as amended (the Zoning Code) <br /> Related to Permitted Uses and Development Standards in the <br /> Waterfront Commercial Zone and <br /> Minor Amendments to Allowed Uses in Other Commercial Zones <br /> WHEREAS, the Land Use Element of the Comprehensive Plan lists the Waterfront Commercial <br /> (W-C) zone as one of three potential implementing zones for the Waterfront Commercial <br /> Comprehensive Plan designation; and <br /> WHEREAS, the Comprehensive Plan states that the Waterfront Commercial designation is to be <br /> applied to limited portions of the Everett shoreline that have a unique shoreline character and <br /> that provide for increased public access to and enjoyment of the shoreline, or that provide for <br /> uses that are supportive of other water dependent and water related uses; and <br /> WHEREAS, the Shoreline Master Program Urban Multi-Use designation is also listed as an <br /> equivalent designation to the Waterfront Commercial Comprehensive Plan designation and W-C <br /> zone; and <br /> WHEREAS, the purpose of the Urban Multi-Use designation is to ensure optimum use of <br /> shorelines within urbanized areas by providing for water-oriented public and commercial <br /> activities, recreational and residential uses, and public access, and by managing development so <br /> that it enhances and maintains shorelines for a multiplicity of urban uses, while protecting and <br /> restoring ecological functions; and <br /> WHEREAS, the primary purpose of the proposed amendments is to amend the Waterfront <br /> Commercial zone allowed uses and development standards so that they better implement the <br /> purpose of the Shoreline Master Program Urban Multi-Use designation; and <br /> WHEREAS, while evaluating uses that should be allowed in the Waterfront Commercial Zone, <br /> several potential uses were identified that are not currently listed in the Zoning Code (open air <br /> markets, live/work units and artist studios), it was determined that these uses should also be <br /> permitted uses in other commercial zones; and <br /> 1 <br />
