ORDINANCE NO.a(V/o7— <br /> An Ordinance Amending Exhibit A of Ordinance No. 2021-94, the City of Everett <br /> Comprehensive Plan and Adopting a Subarea Plan for Southwest Everett <br /> WHEREAS, the Everett City Council adopted Ordinance No. 2021-94 establishing Everett's <br /> Growth Management Comprehensive Plan on August 3, 1994, pursuant to the Washington <br /> State Growth Management Act; and <br /> WHEREAS, engrossed Substitute House Bill 1724 provided for the consolidation of SEPA <br /> and GMA through the establishment of "planned actions," which authorizes the expediting of <br /> the permitting process where environmental analysis has been done prospectively for specific <br /> geographic areas that are less extensive than the municipality's jurisdictional boundaries or for <br /> certain types of development; and <br /> WHEREAS, the City received a state grant and, in conjunction with the Snohomish County <br /> Economic Development Council and Snohomish County Airport, conducted a pilot project in <br /> Southwest Everett and adjacent Snohomish County-owned industrial lands integrating SEPA <br /> into the GMA comprehensive plan, laying the foundation for this area of the City to be <br /> designated a "planned action" and thereby expediting the City's permit system as it relates to <br /> that area of the City; and <br /> WHEREAS, the pilot project resulted in development by the City of the SW Everett/Paine <br /> Field Subarea Plan and environmental impact statement (EIS) in compliance with the <br /> requirements of SEPA; and <br /> WHEREAS, the boundary of the Subarea analyzed in the EIS extended outside the Everett <br /> City limits to include Snohomish County Airport, Paine Field, however, the Planned Action <br /> Ordinance and expedited permit process would apply to the portions of the Subarea within the <br /> Everett City limits, hereinafter referred to as the Southwest Everett Subarea; and <br /> WHEREAS, the Planning Commission held public hearings on January 7, 1997, January 21, <br /> 1997, and February 4, 1997 to consider the proposed adoption of the Subarea Plan and <br /> Ordinance•establishing a Planned Action for Southwest Everett, including the mitigation <br /> strategy/framework; and <br /> WHEREAS, the Planning Commission has recommended that the City Council adopt the <br /> Faster Growth Alternative of the Southwest Everett Subarea Plan as an amendment to the <br /> Growth Management Comprehensive Plan; and <br />
