ORDINANCE NO. <br /> An Ordinance Establishing a Planned Action for Southwest Everett <br /> WHEREAS, the City of Everett adopted revisions to its comprehensive land use plan in 1994 <br /> in compliance with the requirements of the State Growth Management Act (GMA), including <br /> the continued designation of the Southwest Everett area for industrial development and the <br /> protection of critical areas; and <br /> WHEREAS, the City did undertake and complete an environmental impact statement on the <br /> 1994 GMA comprehensive plan revisions which analyzed the impacts of the anticipated growth <br /> and development, including population and employment projections, to the year 2012 and <br /> beyond; and <br /> WHEREAS, the Governor's Task Force on Regulatory Reform recommended changes to state <br /> laws which would enable local governments to consolidate environmental review of plans <br /> prepared under GMA; and <br /> WHEREAS, engrossed Substitute House Bill 1724 provided for the consolidation of SEPA and <br /> GMA through the establishment of "planned actions," which authorizes the expediting of the <br /> permitting process where environmental analysis has been done prospectively for specific <br /> geographic areas that are less extensive than the municipality's jurisdictional boundaries or for <br /> certain types of development; and <br /> WHEREAS, the City received a state grant and, in conjunction with the Snohomish County <br /> Economic Development Council and Snohomish County Airport, conducted a pilot project in <br /> Southwest Everett integrating SEPA into the GMA comprehensive plan, laying the foundation <br /> for this area of the City to be designated a "planned action" and thereby expediting the City's <br /> permit system as it relates to that area of the City; and <br /> WHEREAS, the Department of Planning and Community Development ("Department") has <br /> conducted a thorough review of the development anticipated for the land use designations <br /> within the Southwest Everett Subarea and has completed a detailed environmental analysis and <br /> prepared an Environmental Impact Statement for the subarea which includes an analysis of the <br /> impacts of uses allowed in the subarea and the capital facilities needed for the area to <br /> accommodate the types and intensity of development anticipated and planned for in the <br /> subarea, all with respect to the elements of the environment listed under WAC 197-11-444; <br /> and <br /> WHEREAS, the City Council adopted the Subarea Plan for Southwest Everett as an <br /> amendment to the GMA plan; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />
