1 <br /> ORDINANCE NO. /Q6 9-Y <br /> 2 <br /> 3 <br /> AN ORDINANCE establishing a system of <br /> 4 personnel administration which shall <br /> provide means to recruit, select, develop <br /> 5 and maintain an effective and responsive <br /> work force and shall include policies and <br /> 6 procedures for employee hiring, <br /> advancement, training and career <br /> 7 development, job classification, salary <br /> administration, retirement , fringe <br /> 8 benefits, discipline , discharge and other <br /> related activities. <br /> 9 <br /> WHEREAS, It is in the best interest of the citizens of <br /> 10 Everett that the system of personnel administration of the City <br /> guarantees that all appointments and promotions in the City <br /> 11 service shall be based on merit and fitness, without regard to <br /> sex, race, handicap, religion or political affiliation, <br /> 12 <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 13 <br /> Section 1 : Council. The Everett City Council shall <br /> 14 provide for all legislation relating to City employment. Such <br /> legislation may include, but shall not be limited to : <br /> 15 <br /> 1 . A salary and wage plan, establishing various positions <br /> 16 and , where necessary , minimum qualifications for <br /> positions. <br /> 17 <br /> 2. Enumeration of officers and positions excepted from <br /> 18 jurisdiction of Civil Service Commission. <br /> 19 3. Order and manner of layoff. <br /> 20 4. Working conditions and benefits. <br /> 21 Section 2 : Personnel Officer. The Mayor, or his <br /> authorized representative, shall be the Personnel Officer of <br /> 22 the City . The Personnel Officer shall prepare and administer <br /> all City personnel matters from comprehensive personnel rules <br /> 23 and administrative procedures based upon this ordinance. The <br /> responsibilities of the Personnel Officer shall include, but <br /> 24 are not limited to : <br /> 25 1 . Preparation and recommendation of a classification <br /> plan for consideration by the Civil Service Commission <br /> 26 and the City Council and the preparation and <br /> recommendation of revisions to the classification plan <br /> 27 for its maintenance and revision. <br /> 28 2. Recruitment. <br /> 29 3. Work effectiveness programs. <br /> 30 4. Personnel Files - Such personnel files shall be the <br /> 31 <br /> 32 <br />
