e ` a ORDINANCE NO. 3c AN ORDINANCE creating a special construction fund entitled "1979 Block Grant Neighborhood Improvement Fund No. 333"; authorizing the construction of improvements as voted- on by the neighborhood residents accepted by Council for Riverside ($50,000) on June 20, 1979, Port Gardner ($100,000) on August 1, 1979, Lowell ($100,000) on July 18, 1979, Northeast Everett ($150,000) on August 15, 1979, Garfield School Playground ($24,000) on March 7, 1979; and authorizing the appropriation of $424,000 for these improvements. WHEREAS, the City Council has recognized the need to improve public facilities in the Riverside, Port Gardner, Northeast Everett and Lowell areas and Garfield School Playground; and WHEREAS, the City Council has allocated from the 1979 Block Grant funds $424,000 to be appropriated as $50,000 to the Riverside Neighborhood, $100,000 to the Port Gardner Neighborhood, $150,000 to the Northeast Everett Neighborhood, $100,000 to the Lowell Neighborhood, and $24,000 to Garfield School Playground to make these needed improvements; and WHEREAS, the residents of these neighborhoods were asked to specify their priorities for the expenditure of Block Grant funds; and WHEREAS, the Riverside, Port Gardner, Northeast Everett and Lowell Neighborhood associations were formed to involve neighborhood residents in expressing their priorities; and WHEREAS, a number of neighborhood meetings have been held in each area and a final neighborhood-wide balloting was held for each area where residents voted on the improvements to be recommended to City Council; and WHEREAS, the Everett City Council approved Resolution 1607 on March 7, 1979, Resolution 1659 on June 20, 1979, Resolution 1671 on July 18, 1979, Resolution 1678 on August 1, 1979 and Resolution 1686 On August 15, 1979 .
