A -7y <br /> 2 <br /> AN ORDINANCE establishing rules and regulations for collection of water <br /> 3 and sewer utility service charges, including shut off procedures and <br /> adjustment of charges. <br /> 4 <br /> 5 <br /> 6 WHEREAS, pursuant to Everett Municipal Code 14.16.840, the City Council finds <br /> 7 that rules and regulations regarding collection, adjustment, and shut off of water and <br /> 8 sewer utility services should be established; <br /> 9 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 10 Section 1: Utility bills shall be delinquent fifteen (15) days from date of <br /> 11 mailing. The customer will be notified by past due reminder on or after the sixteenth <br /> 12 (16th) day of delinquency that the bill must be paid within five (5) business days from <br /> 13 the date of this letter or the water service will be shut off. <br /> 14 Section 2: After the expiration of five (5) business days from the date the <br /> 15 delinquent letters were mailed, a field serviceman will be given a list of the delinquent <br /> 16 accounts to call on in the field to try to make collection. <br /> 17 Section 3: If contact is made with the customer, the serviceman will explain <br /> 18 the following: <br /> 19 <br /> a. The amount of the delinquency. <br /> 20 <br /> b. That he is there to shut the water off for non-payment. That if the <br /> 21 customer questions the amount payable, he has a right to discuss <br /> his bill during City working hours with an employee or officer of <br /> 22 the City who is authorized to review disputed bills and correct any <br /> errors. If the serviceman is not so authorized, then the serviceman <br /> 23 will inform the customer where and how an authorized employee or <br /> officer may be contacted and that such contact must be made <br /> 24 immediately to avoid cutting off water service. <br /> 25 c. That he can accept a payment in full by check or money order. <br /> 26 d. That if unable to pay in full, arrangements for partial payment will <br /> have to be made by contacting the delinquent billing clerk. <br /> 27 <br /> e. That if the bill is not disputed and payment or arrangements are <br /> 28 not made within twenty-four (24) hours, he will return and shut off <br /> the water without further notice. <br /> 29 <br /> 30 <br /> 31 <br /> 32 <br />
