ORDINANCE NO. els-6 -7'7 <br /> AN ORDINANCE creating a special construction <br /> fund entitled "Senior Citizens Center Construc- <br /> tion Fund"; authorizing the construction of a <br /> senior citizens ' activities building; author- <br /> izing underground wiring of existing overhead <br /> wiring; authorizing paving of the alley within <br /> the blocks for access to the building; deleting <br /> the previous budget appropriation for Fund 309, <br /> Program 619 which was approved by Ordinance No. <br /> 376-75; and authorizing the appropriation of <br /> $1, 004 , 786 for this construction. <br /> WHEREAS, the city of Everett City Council on November 5, 1975 <br /> did accept the gift of real property from Newland Development <br /> Company, Inc. , located at the northeast corner of Pacific <br /> Avenue and Lombard Street in Everett, and <br /> WHEREAS, the city of Everett submitted an application to the <br /> State of Washington Department of Social and Health Services <br /> for a $400, 000 grant for construction of the Senior Citizens <br /> Center through the Washington Futures, Referendum 29 Fund, <br /> and <br /> WHEREAS, the city of Everett allocated funds from the Com- <br /> munity Development Block Grant Funds of $100, 000 in February <br /> 1975, $100, 000 in February 1976 and $233 , 400 in December 1976 <br /> as the city' s matching funds for the state' s Referendum 29 <br /> grant, and <br /> WHEREAS, the council approved the plans and authorized the <br /> call for bids in March 1977 , and <br /> WHEREAS , the city contracted with Henry Klein and Associates <br /> to prepare the construction documents in March 1976, and <br /> WHEREAS, the plans had been reviewed and approved by the <br /> Senior Citizens Center Building Facilities Committee and <br /> the Senior Advisory Board, <br />
