ORDINANCE NO. <br /> AN ORDINANCE licensing and regulating the business <br /> of traffic escort service and traffic control service; <br /> providing for investigation and supervision by the Chief <br /> of Police; preparing and filing of insurance certificate <br /> in protection of the City and the public; prescribing <br /> duties of licensee and prescribing penalties for the <br /> violation of its provisions. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: <br /> No person shall conduct the business of traffic escort service or traffic <br /> control service within the City without first obtaining a license as hereinafter <br /> provided from the Clerk of the City of Everett. 'Traffic escort service" <br /> shall mean the utilization of persons and/or vehicles to accompany and guide <br /> other vehicles through City streets, and "traffic control service" shall <br /> mean any exercise of control over vehicular and/or pedestrian traffic movement <br /> upon the public right-of-way in connection with construction or demolition <br /> activities or movement of large or oversize objects upon the right-of-way. <br /> Section 2: Application for license. <br /> Application for licenses issued hereunder shall be made upon blank forms <br /> prepared and made available by the Clerk and shall state: <br /> a. The full name, age, residence, present and previous <br /> occupations of the applicant; <br /> b. Whether the person signing the application is a citizen of the <br /> United States; <br /> c. Address of the principal place of business of the applicant; <br /> d. The number of years of experience the applicant has had in the <br /> field of traffic enforcement or related fields; <br /> e. The length of time applicant has been a bona fide resident of <br /> the State of Washington immediately preceding the filing of the application; <br /> f. Such other information as the Clerk, or the Chief of Police, <br /> shall find reasonably necessary to effectuate the general purpose of this ordinance <br /> and to make a fair determination of whether the terms of this ordinance have <br /> been or will be complied with. <br /> g. At the request of the Chief of Police the applicant shall submit <br /> to the taking of a full set of fingerprints and a photograph. <br /> h. The application shall be accompanied by an application fee of <br /> $15. 00. Such application fee shall not be refundable, except prior to investigation <br /> by the Chief of Police. <br />
