4 i . <br /> 1.1 <br /> RESOLUTION NO. 4618 <br /> A Resolution Adopting Design Guidelines to be Used for the Design and Review of <br /> Single Family Attached and Multiple Family Residential Development, <br /> as a Companion to the Development Standards of the City of Everett Zoning Code. <br /> WHEREAS, the City of Everett adopted its Growth Management Comprehensive Plan in <br /> August, 1994, as required by the Washington State Growth Management Act (GMA); and <br /> WHEREAS, the Comprehensive Plan land use map and policies call for increasing some <br /> of the permitted residential densities in the City to increase the population capacity of the <br /> City, in response to GMA, the VISION 2020 Regional Growth and Transportation <br /> Strategy, and the Snohomish County County-wide Planning Policies; and <br /> WHEREAS, the Comprehensive Plan reflects the concerns of Everett citizens concerning <br /> the compatibility of multiple family housing with existing neighborhoods, and the needs <br /> of residents of higher density housing for a safe and livable environment, by including <br /> numerous policy statements which call for establishing design standards and guidelines to <br /> accompany increases to permitted residential densities; and <br /> WHEREAS, the City began the process of amending the Zoning Code development <br /> standards for higher density housing in 1995 with the Mayor's Regulatory Review <br /> Committee, which provided recommendations to the Planning Commission; and <br /> WHEREAS, the Planning Commission held public workshops and public hearings to <br /> consider the proposed Zoning Code amendments and directed staff to prepare design <br /> guidelines to accompany the proposed code amendments; and <br /> WHEREAS, design guidelines have been developed by staff and consultants and were <br /> further reviewed by the members of the public, Regulatory Review Committee, Master <br /> Builders Association, architects, and other interested citizens at Planning Commission <br /> public workshops and public hearings along with the proposed amendments to the <br /> Zoning Code; and <br /> WHEREAS, the Planning Commission has recommended that the City Council approve <br /> the proposed amendments to the Zoning Code, along with a companion set of design <br /> guidelines to be used in the design, review and approval of single family attached and <br /> multiple family housing developments in the City of Everett; and <br /> WHEREAS, the City Council has held a public hearing to take public testimony and <br /> consider the recommendation of the Planning Commission; and <br />
