Review current major code requirements to assess deficiency of major assets.
Conduct a spreadsheet-based criticality assessment, based on estimated probability (e.g., low,
medium, high) and consequence (e.g., 1-5 scale) of failures.
Planning-level estimate of remaining service life of assets, based on observed condition and
function of asset, and typical service life of similar assets.
Develop preliminary priority of observed condition deficiencies.
Develop a Condition and Criticality Assessment Results TM to document the findings of the field and
desktop assessments.
Task Assumptions
Work will be coordinated with existing City asset management protocols and processes.Asset and
equipment numbering and naming will follow existing City asset management nomenclature.
The initial list of assets will be provided by the City. The data should include at a minimum
asset, installation date, rehabilitation/repair dates, and approximately asset usage. The asset
list will be developed prior to conducting inspections.
No analytical tools will be used to conduct conduction assessments. Assessment of condition will
be limited to visual assessments and judgement of discipline engineer and plant staff input.
Field inspections will include visual assessment of existing infrastructure condition, observation of
current operations/performance, review of O&M history and age of equipment; and input from
maintenance staff on condition and performance issues. The condition assessment will focus
on equipment/system level assessments rather than component level assessments (i.e., no
materials testing or disassembly is anticipated). For example, the assessment will consider a
metering pump assembly, but not individual motors, piping, or valves, unless specific concerns
are raised about individual components. The City will help identify focus areas for more detailed
assessment in the time available.
An on-site workshop with City operations and engineering staff is assumed to last 4 hours, followed
by field inspections of varying durations by Consultant discipline engineers, which will be
sequenced in consultation with the City. Consultant team members anticipated to attend the
workshop and field inspections include the following(all durations include half-day workshop
attendance):
o Project Manager(2 days)
o Project Engineer(2 days)
o Staff Engineer(1 day)
o Project Advisor (2 days)
o Structural Engineer (2 days)
o Process Mechanical Engineer (3 days)
o Building Mechanical Engineer(1 days)
o Electrical Engineer (3 days)
o l&C Engineer (1 day)
Particular focus areas for field inspection are anticipated to include the following items identified by
City staff:
o Plant standpipe
Page 15
(Form Approved by City Attorney's Office November 1,2009)
