• <br /> (b) "Industrial Waste" shall mean that <br /> material resulting from a manufacturing process , <br /> not the manufactured product, but the accumula- <br /> tion of debris or waste material which is thrown <br /> away, discarded or not used to comprise the <br /> finished product, including, but not limited to <br /> all waste generated at an industrial or manufac- <br /> turing site. <br /> (c) The term "person" shall mean every <br /> natural person, firm, co-partnership, associa- <br /> tion, or corporation. <br /> (d) The term "disposal site" shall mean <br /> that area of land described in Section 1 hereof, <br /> and any other area of land acquired, owned or <br /> occupied by the City for the purpose of receiv- <br /> ing garbage, waste and refuse for disposal. <br /> Section 3: Access to Disposal Site. No person shall <br /> enter the premises of the City disposal site, except through <br /> the streets and areas designated by the City for such ingress <br /> and egress. All persons shall observe the hours for access <br /> to such site as may be established from time to time by the <br /> Sanitation Superintendent. All persons shall pay to the <br /> attendant in charge at the gate of said disposal site be- <br /> fore disposing of any garbage, refuse, or waste material, <br /> the fees hereinafter set forth. No person shall deposit <br /> garbage, waste, or refuse, or any other waste material at <br /> the disposal site, except in those areas, and in such manner <br /> and at such time as may be provided by the attendant or <br /> persons in charge of said disposal site. <br /> Section 4: Disposition of Garbage, Refuse or Waste <br /> at other than Disposal Site. No person shall dump, deposit, <br /> throw away, scatter, or permit to be deposited or scattered, <br /> any garbage, refuse, or waste material in the City of Everett, <br /> except at the disposal site established and maintained by <br /> the City of Everett for such purposes. All garbage and re- <br /> fuse material brought to the disposal site must be in covered <br /> containers or hauled in a covered vehicle. The Sanitation <br /> Superintendent is directed to study the problems involved <br /> in the City of Everett in the disposal of industrial waste <br /> and septic tank affluent or sewage waste from private sew- <br /> age disposal systems and to recommend to the City Council <br /> appropriate rules and regulations or proposed ordinances <br /> concerning the disposition of such material in the City of <br /> Everett. The Sanitation Superintendent is directed to <br /> cooperate with industry and with collectors of affluent <br /> from private sewage disposal systems. <br /> Section 5: Operation of Disposal Site. The garbage <br /> disposal site referred to in Section 1 hereof shall be main- <br /> tained and operated by the City of Everett under the direc- <br /> tion of the Sanitation Superintendent. The Sanitation <br /> Superintendent shall have authority to promulgate rules <br /> and regulations governing access to the disposal site, <br /> and such other rules and regulations not inconsistent with <br /> this ordinance that will facilitate the receiving of refuse <br /> material at the disposal site and provide for the safety <br /> of the individuals bringing materials to the disposal site <br /> in various types of vehicles. <br /> -2- ORDINANCE <br />
